DB31/T 1296-2021, Technical Requirements for Smart Charging and Interactive Response of Smart Electric Vehicle Charging Points, was first issued by the Shanghai Municipal Administration for Market Regulation on March 16, 2021, and took effect on August 1, 2021.
Led by the Shanghai Electrical Apparatus Research Institute (Group) Co., Ltd., the standard specifies applicable scenarios, general requirements, smart-charging requirements, interactive-response requirements, and platform-interaction requirements for smart charging and interactive response by smart electric vehicle charging points. It applies to smart charging points that need to regulate the charging power supplied to electric vehicles, including smart AC charging points and smart off-board chargers.
The standard was jointly drafted by 18 upstream and downstream industry organizations, including the Shanghai Electrical Apparatus Research Institute (Group) Co., Ltd., State Grid Shanghai Municipal Electric Power Company, Tesla (Shanghai) Co., Ltd., and Mega-Senway Electronic Technology Ltd., Shanghai (Mega-Phase).
Under the general requirements in Section 5.5, smart AC charging points should provide Type A + DC 6mA smooth DC or Type B residual current protection. Note: The technical requirements and test method for 6mA smooth DC leakage current refer to Section 9.9 of IEC 62955:2018.
AC charging points contain numerous electrical devices and more complex circuit topologies. Their systems may contain AC, pulsating DC, pulsating DC superimposed on smooth DC, pure DC, and certain high-frequency residual currents. The Type AC residual current monitoring used in the past is far from sufficient to meet safety requirements.
